MarketInvoice's ClusterIndex is the single most important structural pattern found in the whole audit: it auto-derives a hub's child links from the filesystem at build time, which fixed 177 of 199 pages that a hand-maintained link list had silently let go orphaned. Any future fleet site with a hub-and-leaf content structure should copy this from day one, not retrofit it later.

Hand-curated site index, 111 lines. Works, but has no structural guard against a link quietly going stale the way MI's did before ClusterIndex.
